		Borough Government    The Borough of Windber is governed by seven council members and a Mayor who are elected by the voters. Council members are elected for four years and serve staggering terms so that at no time is a completely new inexperienced council elected.    Council members are vested with the executive and legislative powers of the Borough. They determine municipal policy, enact laws and the budget, pay bills, establish tax rates, appoint borough officials, etc. The Mayor attends and participates in all meetings, but votes only in case of a tie.    The Administrative Staff coordinates the daily operation of the various Borough departments. The Administrative Staff implements the policies and decisions rendered by the members of council. Any date changes are advertised in the public notice section of the Tribune Democrat Zoning Hearing Board Meetings are called on an “as needed” basis and are advertised in the public notice section of the Tribune Democrat. Meetings are held at the Windber Municipal Building in Council Chambers.
